Leonard Baum is a PhD candidate at the Hertie School and a recipient of the Konrad Adenauer Foundation PhD Scholarship. His dissertation project focuses on digital competition policy, with a particular interest in AI governance and the regulation of digital platforms. Leonard holds a BA in Political Science and History from the Goethe University Frankfurt and an MPP from the Hertie School, which included an Erasmus semester at Sciences Po Paris. Previously, he worked as a Research Assistant to Prof. Joanna Bryson at the Centre for Digital Governance and as a Policy Advisor on labour and social policy for the Christian Democratic Party (CDU). His work experience also includes roles in the German Bundestag, European Parliament, and consulting. He is currently working with OECD Digital Economy Fellow Brian Kahin on a book project exploring the intersection of the digital economy and public policy.
