Vincent Winterhager is a policy officer at the European Commission in the Ukraine Directorate of DG-ENEST. He focuses on macro-economic analysis as well as energy and climate policies in the unit for economic analysis. Before DG-ENEST, Vincent worked on the implementation of the Recovery and Resilience Facility (RRF) in the Commission focusing on negotiations on energy and climate investments. Before joining the Commission, Vincent gained experience in the public (GIZ, OECD) and private sector (GovMind, PD). He holds a Dual Master of Public Policy from the London School of Economics and the Hertie School. At the Hertie School he studied public policy, specialising in international political economy, competition policy, econometrics and data science. Vincent is a frequent lecturer at the Friedrich Ebert Foundation on economic policy and is also alma mater of the scholarship of the foundation.
