Student Advisory Board

Student Advisory Board members for the academic year 2025/2026: 

Yury Frolov is a Master of Public Policy (MPP) student. He brings several years of professional experience in parliamentary work and the global social media sector in Germany. Yury joined the Hertie School to deepen his interest in the digital transformation of governance and the evolving relationship between digital platforms, society, and politics. 

Theodor Grau is a Master’s of Public Policy (MPP) student and holds a bachelor’s degree in Sociology and Business Administration from Copenhagen Business School. He has prior experience in change management at a global software firm and is currently a working student at PD, the in-house consultancy of the German public sector. Theodor is interested in the digital transformation of government and collaborative governance.

Apurba Kundu is a tech lawyer from India with a background in engineering and intellectual property law. She has experience across rights-based organisations, consulting, and health tech non-profits. Apurba is an EMPA candidate at the Hertie School and is interested in tech policy focusing on Responsible AI, Data Privacy, and Intellectual Property Laws.

Paula Luvini is a Master’s of Public Policy (MPP) student and holds a Bachelor’s degree in Economics from the University of Buenos Aires and a Master’s in Data Science from the University of San Andrés. She has driven data-governance projects and used data science to solve public-interest problems, while contributing to AI-governance debates. She is particularly interested in government digital transformation and in implementing inclusive, responsible AI.   

Oliver Pollex has a background in data science, public policy, and technology consulting, and he bridges the gap between research and practical application in digital transformation. He has experience in AI engineering, agile project management, and public sector innovation, having worked in IT consulting, the German Bundestag, and the Ministry of Labor and Social Affairs. Oliver holds a B.Sc. in Politics and Technology from TUM and is currently pursuing an M.Sc. in Data Science for Public Policy.

Ayushi Roy is a Master of International Affairs (MIA) student at the Hertie School and holds a bachelor’s degree in English Literature from Lady Shri Ram College, University of Delhi. She has prior experience as an English Facilitator at the HCL Foundation and as a Teach for India Fellow, where she worked with adolescent boys in one of Delhi’s most underserved communities. She founded Project Himayat, a substance abuse awareness initiative with 200 students across public schools in Delhi. Ayushi is interested in digital governance, platform accountability, and the intersection of technology, equity, and youth well-being.
